Lessons from the Federal Government’s “Young Living” Programme in Germany
Over decades, the widening gap between increasing student numbers and stagnating capacity in affordable student housing, have created a student housing crisis in Germany, that is now beeing aggravated by inflation and rising energy prices.
Since 2023, the Federal Government’s „Young Living“ programme provides 500 mio € per year for residence halls, rising to 1 bn Euros as of 2027. The presentation will show the effects on the public support to the STWs student housing parc and discuss consequences, challenges and further developments in construction and renovation of student housing with public support.

Student housing in France – strategies for densification, renovation and construction
The public student service organisations in France, organised in the Crous network, are the pillar of the French government’s plan to increase the capacity of residence halls by 100.000 new beds. The Crous are rolling out national strategies for densification and renovation of existing residence halls, office buildings and other property, and by new constructions in a highly efficient and standardised approach.
The presentation will show the elements of the strategy, show good practices and discuss challenges in implementation.

60.000 new beds in Italian residence halls by 2027 – what is the road ahead?
Dr. Daniele Maoddi is a member of the ANDISU Executive Committee, serving as National Delegate for Inclusion and Social Policies. He is also President of the Regional Agency for the Right to Education in Sassari (Sardinia), where he leads initiatives to expand equitable access to higher education, strengthen student welfare services, and promote inclusion across campuses. With a focus on policy innovation and collaborative partnerships, Dr. Maoddi works to ensure that social, economic, and cultural barriers do not hinder students’ academic success.
He will present the current campaign to construct and renovate student housing in the ANDISU network, using the European economic recovery funds and discuss the consequences for the public student services sector in Italy.

State Support and Student Success: Lessons from Norway’s Student Housing Programme
This session explores how Norway’s national investment programme for student housing strengthens student welfare, affordability, and equal access to higher education. Drawing on examples of housing development projects from Norway and the model of state-supported housing development, the session will outline how public fundings are structured, how projects are implemented in cooperation with student welfare organisations, and what impact they have on the student-welfare.
